Educational Losses in the Field of Professional Pre-Higher Education: Understanding, Measurement, and Compensatory Measures

Анотація. В нинішніх умовах вирішення питання освітніх втрат потребує комплексного підходу – визнання їх, використання всіх наявних та вироблення нових внутрішніх і зовнішніх інструментів вимірювання освітніх втрат та співпраці зі стейкхолдерами, врахування як навчальних, так і соціальних та психологічних аспектів. Україна може ефективно використовувати досвід інших країн у подоланні освітніх втрат через впровадження гнучких освітніх моделей, індивідуальних підходів до навчання, широкого використання технологій, а також забезпечення психологічної підтримки. У 2023 році Державною службою якості освіти України спільно з Державною установою «Науково-методичний центр вищої та фахової передвищої освіти» було розпочато вивчення (моніторинг) якості освіти у закладах фахової передвищої освіти, реалізація якого буде забезпечуватись до 2025 року включно.
Abstract. In the current context, addressing the issue of educational losses requires a comprehensive approach – recognizing their existence, utilizing all available tools, and developing new internal and external instruments for measuring educational losses, as well as fostering collaboration with stakeholders. This approach must take into account not only academic but also social and psychological aspects. Ukraine can effectively leverage the experience of other countries in overcoming educational losses by implementing flexible educational models, personalized learning approaches, extensive use of technology, and ensuring psychological support. In 2023, the State Service of Education Quality of Ukraine, in collaboration with the State Institution “Scientific and Methodological Center for Higher and Professional Pre-Higher Education,” initiated a study (monitoring) of education quality in professional pre-higher education institutions, the implementation of which will continue through 2025.
